Corporate Director, Planning & Future Studies, Detroit Medical Center (Aug 2004–Nov 2010)
Provided leadership in the identification of and preparation for significant events and trends in medical technology, practices, and corporate policy at a 9-hospital, 2000+ bed academic medical center in Detroit, Michigan. Worked closely with academic partners at the Wayne State University School of Medicine, College of Nursing, and College of Engineering on various projects. Member of WSUSoM Dept. of Neurology Five Year Review Committee.

Co-founder and Executive Director, Michigan Electronic Medical Record Initiative (MEMRI) (2000–2005)
MEMRI was a Michigan non-profit dedicated to lowering the costs and raising the quality of healthcare for the people of Michigan by encouraging and facilitating the establishment of a statewide, standardized, patient-centric electronic medical record system.

Affiliated Consultant, Public Sector Consultants, Inc. (1997–2002)
PSC is Michigan’s leading public policy think tank. Contributed chapter on Privacy to Michigan in Brief 2002 edition. Prepared reports dealing with the implications of technology for the future of democracy, and trends in the consulting industry (February-July 2001). Designed innovative Web-based poll of political pundits to (successfully) predict outcomes of the 2000 national and state elections (July-November 2000).

Technology Advisor, Kelley-Cawthorne PLLC. (1997–2004)
Kelley-Cawthorne is a law and governmental affairs practice formed by a merger between America’s former longest-serving state Attorney General and Michigan’s largest governmental affairs law firm. Provided advice in a case of considerable national significance in the privacy arena. Oversaw creation and maintenance of the firm’s Linux-based local area network, Internet connection, and website.

E-health, E-business, E-government, and Information Technology Consultant (1988–present)
Researched and wrote books, papers and articles and delivered lectures and presentations on technology trends (especially computing, the Internet, and artificial intelligence) affecting business, government, and society in general, and healthcare in particular. 1997-present.

Developed hospitals’ strategic response to the dangers and opportunities afforded by trends in e-health and e-business. Designed and conducted documentary and interview study of threats and opportunities, and Web-based survey of Michigan hospitals to assess technology plans, capabilities and needs, and HIPAA readiness and needs. (November 2000-February 2002)

Managed integration team responsible for conducting IT assessments and subsequent LAN/ WAN implementation/integration work at 50 companies nationwide acquired by a national auto transport client through a rapid roll-up acquisition program. July 1998-March 2000.

Founded and led Voyager.net, which grew to become the Midwest’s largest Internet Service Provider (ISP) with close to 500,000 subscribers. Primary areas of responsibility were strategic technology planning and research, publicity, and presentations. 1989-1997.
Prepared system block design for a state-of-the-art telecommunication system for the Michigan Senate, including the televising of Senate sessions. May 1993-November 1993.
Prepared the technology architecture / concept design (subsequently adopted and implemented) for Michigan Government Television (MGTV). June 1993-September 1993.
Prepared seminal paper on a statewide education indicator system for the Michigan Superintendent of Public Instruction. January 1993-July 1993.

Consulted with Michigan state departmental heads on data collection and database holdings and structures, and prepared a selected inventory for the Governor’s office. February 1993.

Researched and prepared strategic report on the knowledge industry in the year 2000 for Ameritech (Schaumberg, Ill.) May 1988.

Conducted preliminary study, and prepared preliminary design and economic analysis, for an international teleport/VSAT network for Compagnie Générale de Chauffe (Paris, France) January & September 1991.

Researched and prepared concept papers on: an integrated page communications/ VSAT/distance learning system for Parco Scientifico e Tecnologico di Messina (Sicily) (November 1991); and a distance-learning facility (“École Virtuelle EuroSud”) and advanced technology research center (“MediaLab EuroSud”) for EuroSud b.V. (Paris, France) February 1992.

Editor and Managing Editor (1985–86)
Population Institute, East-West Center, Honolulu, Hawaii. The Center is a research and training institute established by the U.S. Congress in 1960. Was managing editor of the Asian and Pacific Population Forum, a research-based quarterly journal for population researchers and others. Responsible for all aspects of publication from copyediting to distribution. Founded and edited Asia-Pacific Population and Policy, a series of briefs for policymakers in the Pacific Basin. Was production and copy editor for a major multi-author book on ASEAN. Wrote and/or produced brochures, occasional papers, and other materials for the Population Institute.

Prior to emigrating from England to the United States, served with the British Army and Government in intelligence posts in London, Hong Kong, Malaysia, Singapore, and Germany.
